ACBF Launches LEAPS Program in Ghana to Strengthen Public Sector Leadership
Ghanaian nominees for the African Capacity Building Foundation’s (ACBF) inaugural Leadership Excellence in Africa’s Public Sector (LEAPS) program have been urged to fully commit to the initiative, which aims to enhance their capabilities in Public Financial Management (PFM).
The program was officially launched during a two-day workshop in Accra under the theme Enhancing Leadership and Governance in Public Financial Management (ELG-PFM). Speaking at the event, the Coordinating Director at the Ministry of Finance, Mr. David Klottey Collinson, pledged the ministry’s full support for the program and its participants.
A Call for Leadership Excellence
Mr. Collinson highlighted Ghana’s commitment to fostering visionary leadership within Africa’s public sector. He noted that 60 officials from PFM institutions in Ghana, Ivory Coast, Kenya, Nigeria, and Senegal have been selected to participate in the program, grouped into 15 cohorts over two years.
“This program provides a unique platform to nurture leadership excellence in public finance management, and Ghana is fully committed to ensuring its success,” Mr. Collinson said. He assured participants that the Ministry of Finance would provide the necessary resources to facilitate effective learning and drive meaningful change in the sector.
LEAPS as a Catalyst for Development
The Director of Programs at ACBF, Mr. Mbacke Niang, described the LEAPS program as a transformative initiative that prioritizes soft skills development for senior government officials. According to him, the program will not only serve as a training platform but also as a catalyst for sustainable development across Africa.
“The LEAPS program stands as a beacon for public service excellence and aims to build financial resilience while advancing Africa’s shared vision for an empowered continent,” Mr. Niang emphasized.
Comprehensive Training for Impact
The LEAPS program features a blend of online, self-paced learning, group coaching, individual mentorship by renowned African PFM specialists, and technical workshops addressing emerging issues in PFM. Topics include the integration of artificial intelligence (AI) in PFM, Green PFM, and crisis management in public finance.

The initiative is also designed to develop essential leadership qualities, such as vision ownership, integrity, ethics, adaptability, empathy, accountability, collaboration, problem-solving, and negotiation skills. These competencies are expected to equip participants to address complex challenges and drive transformational change in Africa’s public sector.
Ghana’s Commitment
Mr. Niang commended the Ghanaian government for its significant financial support and commitment to the program. “Ghana has demonstrated unwavering dedication to building a strong public sector leadership framework. This support sets an example for other nations to follow,” he added.
The LEAPS program, which was officially launched in Zimbabwe earlier this month, is set to expand across Africa, targeting countries including Ivory Coast, Kenya, Nigeria, and Senegal.
By investing in leadership excellence, the LEAPS program is positioned to play a pivotal role in advancing effective governance and public financial management across the continent.
