National Democratic Congress (NDC) National Chairman aspirant, Dr Akwasi Opong-Fosu, has unveiled an ambitious grassroots empowerment framework aimed at strengthening the economic prospects of party members while giving branch and constituency executives a greater voice in decision-making.
The initiative, dubbed “Grassroots Inclusivity: Votes, Voice and Viability — The 3Vs,” seeks to transform the role of grassroots members beyond electoral mobilisation by creating structures for skills development, business ownership, economic empowerment and greater participation in the affairs of the party.
Dr Opong-Fosu outlined the proposal following an engagement with NDC branch members on September 24, 2026, where discussions focused on the future of the party’s grassroots and the need to strengthen their participation beyond election periods.
At the heart of the proposal is the argument that members who work at the branch and constituency levels to mobilise voters and sustain the party should not only be recognised for their electoral contribution but should also have opportunities to improve their economic circumstances.
The first pillar, Votes, focuses on equipping and recognising branch and constituency members whose mobilisation efforts contribute to the NDC’s electoral strength.
Under Voice, Dr Opong-Fosu proposes a structured system that would give grassroots members a meaningful role in party decision-making and create clear channels through which proposals originating from branches and constituencies can reach regional and national leadership for consideration and response.
The third pillar, Viability, places economic empowerment at the centre of grassroots development.
Under the plan, individual constituencies would identify viable economic and business opportunities peculiar to their local economies and support interested party members to acquire relevant skills through training, apprenticeships and mentorship.
Members would also be assisted in accessing markets and establishing lawful, member-owned businesses and cooperatives with clearly defined ownership structures and proper financial records.
A major component of the proposal is the establishment of a Business Development Directorate at the NDC’s national headquarters.
The proposed directorate would coordinate constituency-level business activities, provide technical assistance, connect local party structures with credible partners and promote accountability in the management of businesses established under the initiative.
Rather than imposing identical projects across the country, the framework would allow constituencies to determine economic activities best suited to their respective communities and local opportunities.
The programme is also intended to operate across constituencies rather than being restricted to a pilot scheme.
Dr Opong-Fosu’s proposal seeks to address concerns about the relationship between political parties and their grassroots supporters, particularly the tendency for grassroots mobilisation to intensify during election periods and decline afterwards.
His campaign argues that grassroots empowerment should become a continuous process that strengthens both individual members and constituency structures between elections.
The former Minister for Local Government and Rural Development has linked the initiative to the principles of “Restoration, Renewal and Resetting.”
Under the framework, restoration would focus on rebuilding trust in grassroots leadership, renewal would seek to improve the economic prospects of party members, while resetting would involve changing how the party economically empowers its members and supports constituency structures between elections.
The proposal forms part of Dr Opong-Fosu’s campaign for the National Chairmanship of the NDC and signals his intention to make grassroots participation and economic empowerment central issues in his bid to lead the party.
The initiative was announced by AOF4C — Akwasi Opong-Fosu for Chairman, which maintains that strengthening the economic viability and decision-making role of grassroots members would help build more sustainable party structures beyond election cycles.
