New Youth Xplore App Promises ‘Opportunity Without Protocol’
AGRA Partners Government to Deliver First-Ever National Youth Tracker Platform

The Government of Ghana has unveiled the Youth Xplore Mobile App, a groundbreaking digital gateway that promises to connect young people to jobs, skills, training and entrepreneurship support — “opportunity without protocol,” as described by the Minister for Youth Development and Empowerment, Hon. George Opare Addo.
Launched at the Fiesta Royale Hotel in Accra, the Youth Xplore App forms part of a transformative national effort to overhaul Ghana’s youth development ecosystem.
The app was introduced alongside the National Youth Tracker Platform and the AgTractive Campaign, all developed in partnership with AGRA, the African-led organisation advancing agricultural and economic transformation across the continent.
Addressing government officials, development partners, youth groups and the private sector, Opare Addo declared the launch a monumental shift toward inclusive, data-driven youth empowerment.
He explained that for years, Ghana’s youth support structures operated in isolation, often duplicating efforts and leaving many qualified young people unseen and unsupported.
He noted that this new digital approach represents a decisive break from that pattern. “We worked hard, but not smart,” he said.
“Some young people received multiple interventions while others received nothing at all.
The Youth Xplore App and Tracker Platform — built with our partners at AGRA — fix that.”
The Youth Xplore App functions as a personalized matchmaker for opportunity.
Using smart profiling, it assesses a young person’s skills, educational background, interests, aspirations and location to recommend targeted opportunities across jobs, apprenticeships, internships, national service pathways, scholarships, entrepreneurship programs and agribusiness initiatives.
The Minister emphasized that the app captures the full humanity of a young person — not just certificates, but ambition, passion, talent and potential.
“This app sees you as a whole human being,” he said. “It puts opportunity directly in your hands, without protocol, without favouritism, and without barriers.”
The Youth Xplore App is also designed to be fully inclusive. It incorporates features that support persons with disabilities — including screen readers, voice-guided navigation, high-contrast display modes, and sign-language video support — ensuring that no young Ghanaian is left out of the country’s development journey.
Also integral to the launch is the National Youth Tracker Platform, a comprehensive system that brings together data and programs from major youth-focused agencies such as the National Youth Authority, Youth Employment Agency, National Service Authority and NEIP.
This centralised system gives government real-time visibility into who is receiving what support, which regions are underserved, which groups are being left behind and where to target future investments.
Hon. Opare Addo noted that this marks the beginning of transparent, coordinated and equitable youth development across the nation.
Representing AGRA, Dr. Betty Annan, Country Director, commended the Ministry for its bold vision and reaffirmed AGRA’s commitment as a core partner.
She highlighted AGRA’s role in funding and co-developing the Youth Xplore App and Youth Tracker Platform, adding that the organisation is deeply invested in youth inclusion because agriculture, entrepreneurship and innovation are critical for Africa’s economic transformation. “Agriculture today is not subsistence,” she said.
“It is technology, it is data, it is entrepreneurship — and young people must be at the center of this future. We are proud to support tools that empower them directly.”
The event also celebrated the launch of the AgTractive Campaign, another AGRA-supported initiative designed to rebrand agriculture as a profitable, modern and tech-enabled field. The Minister stressed that agriculture remains one of the most promising sectors for job creation and youth entrepreneurship.
“AI may do many things, but it cannot replace the food we eat,” he said. “If young people step boldly into agriculture, the sky is the limit.”
Earlier, the Chief Director of the Ministry, Enam Agyemang Ofori, underscored the importance of harmonizing youth interventions under a unified national strategy.
She explained that the Ministry, under its Reset Agenda, is building systems focused on youth health and well-being, skills development, economic empowerment, civic engagement and leadership — all of which will be powered by these new digital tools.
The launch concluded with a passionate call to action from the Minister.
He urged young people across the country to download the Youth Xplore App, complete their profiles and actively engage with the opportunities now available to them.
“Let the nation see your potential,” he said. “We are building a Ghana where no young person feels forced to leave for opportunities abroad because they can thrive right here.”
