Ghanaian humanitarian and entertainer Ambassador Walter Mawuli Gli has been appointed President of the United States-based Carter Enterprises Empire (CEE), in a move expected to strengthen international collaboration between music, humanitarian service, and community development.
Ambassador Walter Mawuli Gli, popularly known as Mr. Bacteria, has been appointed President of Carter Enterprises Empire (CEE), a US-based private music ministry, following his role in the successful staging of the NO MERCY Global Concert in Ghana.
The appointment, announced in an official statement issued by CEE on October 16, 2026, recognises Ambassador Gli’s contributions to humanitarian work, education, youth empowerment, creative arts, tourism and community development.
The September 26, 2026, NO MERCY Global Concert brought together Ambassador Gli and Rev. Teresa D. Carter, Founder and Chief Executive Officer of CEE, in an international collaboration that paved the way for the new leadership arrangement.
According to the statement, Ambassador Gli demonstrated exceptional dedication, professionalism, loyalty, and leadership during the planning and execution of the concert, earning the confidence of Rev. Carter.
“Leadership is not simply a title. It is demonstrated through sacrifice, loyalty, integrity, dedication, and the willingness to serve others,” Rev. Carter said.
She described Ambassador Gli as a humanitarian and visionary whose contributions to Ghanaian society deserved recognition and greater opportunities to make an impact.
Advancing music and humanitarian work
As President, Ambassador Gli is expected to help advance CEE’s international mission, particularly through its proposed Beats to Deeds movement, which seeks to transform music, entertainment, and media into practical community development initiatives.
The initiative will involve collaboration with TERIA Foundation, founded by Ambassador Gli, alongside entertainment and media networks, including Blazin 420 Entertainment Network, Blazin AfroBeats 420, and Nerve DJs Network.
The proposed collaboration seeks to create opportunities in radio, television, music distribution, artiste development, and international creative partnerships while supporting underserved communities.
CEE says its vision includes reinvesting designated portions of qualifying concert proceeds in community development projects, with proposed areas of focus including artiste housing, recording studios, creative spaces, affordable housing, youth development, financial literacy, and community revitalisation in Ghana and the United States.
Rev. Carter said the initiative was intended to ensure that the music industry contributed meaningfully to the development of the communities that nurture artistic talent.
“We cannot continue to celebrate the music while overlooking the communities that give birth to the music. Our artists deserve opportunities. Our children deserve safe spaces. Our veterans deserve dignity. Our families deserve stability,” she said.
She added that the broader vision was to turn creative inspiration into tangible opportunities, infrastructure, and economic empowerment.
TERIA Foundation’s contribution
Ambassador Gli is the Founder and Chief Executive Officer of TERIA Foundation, through which he has championed initiatives including EARLYFEST, the Africa Early Childhood Education Awards, and Beading in Schools.
These initiatives seek to create opportunities for children, educators, emerging entrepreneurs and underserved communities.
His appointment is expected to bring his experience in cultural development, humanitarian service, education, and international collaboration to CEE’s work.
The two organisations also envision building stronger links among artistes, educators, faith-based organisations, media institutions, development partners, and communities in Ghana and the United States.
Rev. Carter said the partnership would build on the achievements of the NO MERCY Global Concert and pursue a broader mission of service and international cooperation.
“From the United States of America to Ghana, Africa—from Ghana, Africa to the USA—and to the world,” she said, reaffirming the partnership’s commitment to turning its Beats to Deeds vision into action.
CEE is led by Rev. Teresa D. Carter as Founder and Chief Executive Officer, with Ambassador Walter Mawuli Gli assuming the role of President. TERIA Foundation, based in Ghana, is the organisation’s international partner.
